In today’s volatile economic environment with general fund budget shortfalls, decreasing tax revenue and higher funding demands on social programs, it is difficult for municipalities to address non-federally funded green and environmental programs.  There is however a solution.  Under statute AB 811, cities and counties in California have the independent authority to create local special improvement districts for the funding of energy efficiency and renewable energy improvements in residential and commercial buildings.

To meet this end, REEIS and its consultants have developed a REEIS Municipal Partnership Program designed to work with cities and counties throughout California to develop municipal programs to help facilitate the implementation of energy efficiency and renewable energy improvements within its incorporated area.
